Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – momentarily – to have been stabilised. A senior US official spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The chain of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are fought: optimistic declarations are delivered from different nations. Considerable effort is expended on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, military action persists as the main instrument for achieving "peace".
Nighttime Reality
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting projectile deployments from across the border, a ability afforded by up-to-date information. From vantage locations, defense planes that had been scrambled to counter approaching aerial threats roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons thundered: multiple launches fired to intercept a Russian ballistic missile. This was a modern interception technology at work, most likely provided by partner states. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly becomes grim resignation: maybe the hostile projectile won't strike its target this time, protecting urban areas from catastrophe and another blackout.
Ongoing Risks
Not long after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a rapid response unit – almost certainly Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its objective.
Periodically, this carried on until dawn. Kyiv greeted the morning news: several casualties, destruction and heating outages in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on external assistance – a reliance that regional partners are clearly incapable to substitute in the near term.
Unsuccessful Negotiations
The comprehensive proposal from US administration sparked intense emotion, controversy and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This cycle will, no doubt, persist.
Strategic Calculations
It is convenient to criticize specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a premise understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House assumes that it is unrealistic to pressure the Kremlin to abandon the land that it already controls in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does little to deter Moscow, through words or deeds, from thinking that the current condition will not shift further in its advantage in the coming year.
Opposing Positions
Therefore, Moscow is certain that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its advantage.
Current Realities
Realistically, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: personal goals to mediate resolution and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their attention does not switch to domestic problems. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These two forces are driving the talks.
Summary and Prospects
It took a mere seven days to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, primarily depend on ongoing international assistance.
